PROJECT OVERVIEW
USAID and Pact, Inc., through The Asia Foundation, launched the five-year (2023-2028) Media and Civil
Society Strengthening (MACCS) in Mongolia project to support citizen participation and public access to
information in Mongolia. Implemented in partnership with international consortium partners the
International Research and Exchanges Board and Omdena, the project aims to empower local actors to
ensure Mongolia’s vibrant democracy grows even stronger and more resilient through empowered civic
organizations that are supported by a professional, unbiased media.
PROJECT GOALS
The MACSS project plans to implement activities across four key pathways: 1) strengthening civil society
capacity; 2) expanding civic space; 3) enhancing investigative journalism and the media; 4) combatting the
influence of disinformation. The MACSS will support Mongolian non-governmental organizations –
primarily outside of Ulaanbaatar – to strengthen mechanisms for citizens to engage with their local and
national governments, an essential element of democracy. In particular, The MACSS will also support
initiatives that increase journalists’ and media organizations’ skills to conduct quality, wide-ranging, publicly
accessible reporting, and combat misinformation.
